Local-change analysis for due-diligence agents. Accepts address, ZIP, city, or county. Current coverage comes from source-card registry and lane availability; unsupported or discovery-only places return a free diagnostic, never a charge. After free lane preflight, returns permit, 311, and code-case trend series; thin places return a free diagnostic, not a charged brief. Never forecasts or safe/unsafe labels.
