https://the-stall.intuitek.ai/cap/web-change-monitor
Returns content-change signals for any public URL: ETag, Last-Modified, Content-Length, and Content-Type via HTTP HEAD. Falls back to GET + SHA-256 of the first 32 KB when the server returns no cache markers. Store the snapshot and re-call periodically to detect changes. Useful for monitoring competitor pricing, news, regulatory filings, or any public page.
Start with a quote-only recipe. Payment signing stays in your project.

EVIDENCE
Each record has an exact-route quote outcome. Unresolved templates and potentially mutating methods are labeled instead of being invoked without provider-specific test input. A quote is still separate from a settled paid call.
