Counterparty business-risk verdict: one call fuses OFAC/EU sanctions screening, on-chain wallet reputation, and token/pool contract risk into a single weighted risk_score (0-100), a kill/pivot/proceed verdict, and reason_codes naming which sub-signal drove it. Weights: sanctions 0.50, wallet 0.30, token 0.20, renormalised if a leg is unavailable; a sanctions hit is a hard KILL floor. Degrades gracefully — a failed sub-check is dropped, never crashes the verdict. Deterministic, no LLM, Ed25519-signed. 0.05 USDC via x402 on Base. SYNTHORA.
