If agent doesn't exist yet, creates it (webhook_url required for webhook mode; delivery_mode='sse' skips URL requirement). Auto-reactivates any subscriptions paused due to balance depletion. Also switches delivery_mode if a new value is supplied. ?amount=<USD> (default 1).
